The ERCB is taking much more time to approve some D-51 applications. The closure rate of these applications is not high, but the approval rate is much longer. The delay is because the number of D-51 applications is much higher than it was two years ago. More applications are required due to the new directive just published.
The ERCB has published its long awaited new Directive 051 - Wellbore Injection Requirements. Although its publishing date was just two weeks ago and it still sports a draft stamp, the Board has been operating under some of the new guidelines for some time. The last time Directive 051 was published was almost 20 years ago.

As the ERCB has been developing this new directive some of these applications waited a very long time for approval. Although the average approval time has never exceeded 2.5 months, some thermal Directive 051 applications take a very long time for the ERCB to approve.
Now that the ERCB requires D-51 approval on SAGD producers as well as injectors, the number of D-51 applications is much higher than it was two years ago. And the ERCB is taking much more time to approve some of these applications. The closure rate of D-51 applications is not high, but the approval rate is much longer.
